Carlos (Degas) Filgueiras is the President of DeVry Brasil.

DeVry Brasil's programs, offered through Faculdades Nordeste (Fanor), Ruy Barbosa, FTE and AREA1 prepare students for careers in law, engineering, business management, and healthcare. Fanor is located in Northeast Brazil, in the cities of Fortaleza and Salvador. DeVry Brasil is a division of DeVry Inc. (NYSE: DV), a global provider of educational services.

Filgueiras co-founded DeVry Brasil, formerly known as FANOR, in 2000 and in 2004 joined the organization as its Chairman, President and Chief Executive Officer. During his tenure, the organization has grown impressively from 2,240 students to 11,700 students organically and through acquisitions. DeVry Brasil's universities are recognized as top quality in the markets they are located.

Filgueiras has been an entrepreneur since 1996 when he co-founded InterCouriers, a package delivery company located in São Paulo. With Filgueiras acting as its General Director, InterCouriers became a leader in e-commerce B2C deliveries in Brazil. InterCouriers was partially sold in 2000 and merged with other 4 companies, forming ebX Express Brasil. Degas continued as a shareholder, board member and Marketing Director of ebX, until June 2002.

Filgueiras graduated from the University of São Paulo in Brazil, with a BS in Civil Engineering. In 2004, he earned an MBA from Stanford Graduate School of Business.
